Government Documents in the Dark: The Case for Open Data Infrastructure in East Africa Traverse Think Tank · White Paper · June 2025 Across East Africa, billions of dollars in public funds flow through government procurement every year. The documents recording those decisions — who won, at what price, and under what conditions — already exist. Yet they remain inaccessible to the citizens who paid for them, hidden behind administrative barriers and fragmented systems. This paper examines Uganda's Electronic Government Procurement (eGP) system, benchmarked against Rwanda's Umucyo platform and Kenya's Public Procurement Information Portal. It argues that open data infrastructure is a prerequisite for genuine public accountability. Uganda's eGP is technically operational, but limited deployment, restricted access, and structural weaknesses prevent it from delivering the transparency its own legal framework demands. The analysis confronts a harder question: whether opacity around government documents is deliberate rather than accidental. Transparency failures are typically framed as technical problems, but their persistence points to deeper issues — incentives, political culture, and the unequal distribution of information in democratic societies. A contemporary paradox makes this more urgent. As AI and digital tools make information retrieval easier, they may reduce the civic curiosity that accountability requires. Citizens gain dashboards and automated summaries while losing the motivation to seek primary documents or ask difficult questions. Transparency can become performance. Open data may therefore be the right answer to the wrong problem. Sustainable accountability demands a public that actively wants to know, knows how to find out, and cannot be satisfied by the mere existence of an information portal. The deeper challenge is cultural: building conditions where citizens demand access, use it effectively, and insist on answers. This research draws entirely on publicly available data.
